In 2015, Silent Option Engineering (SOE) sought the help of the Building Research Service (UP BRS) to conduct a third-party-review on the structural design and calculations for the Joint Special Operations Group (JSOG) Team House Project with the Naval Facilities Engineering Command-U.S. Navy (NAVFAC) Pacific Site Philippines. The objectives of the services were to evaluate the original structural design and come up with recommendations based on the evaluation of the original design and proposed retrofitting measures by SOE.
The scope of work included checking the original structural design against reference codes (NSCP, ASCE, UFC, IBC) and Scope of Work awarded by NAVFAC. A parallel analysis of the frame of the JSOG Team House was conducted to counter-check the design of the reinforced concrete members shown in the client-issued structural drawings.
Concrete Masonry Units (CMU) walls, not originally considered in the design calculations but considered in actual construction, were also evaluated theoretically. Furthermore, reviews and recommendations on the following were provided:
- Modular Wall (Reinforced Wall) construction methodology proposed by SOE
- Other recommendations on the CMU if deemed insufficient after review and evaluation
- Lateral design analysis for the CMU Wall
- Engineering Perspective on the construction tolerances
